You mean like Swing Application Framework, Spring Desktop Framework, Eclipse RCP, etc?

For the offline world I’d suggest the Eclipse Platform, it’s robust, well developed and hugely supported. The tooling is excellent as well.

If you are a NetBeans/Swing expert, give the Swing Application Framework a try, it’s easy to get started with.
