You mean like Swing Application Framework, Spring Desktop Framework, Eclipse RCP, etc?

For the offline world I&#039;d suggest the Eclipse Platform, it&#039;s robust, well developed and hugely supported. The tooling is excellent as well.

If you are a NetBeans/Swing expert, give the Swing Application Framework a try, it&#039;s easy to get started with.</description>
