It seems that Rockstar has opened up to CVG about limitations the XBox 360 version of GTA4 is having to conquer. Namely the potential lack of a hard drive as well as sticking the entire game in a DVD.
Where as the PS3 brings to the table *at least* a 20GB hard drive and a Blu-ray disk.
My own personal expectation for the PS3 is to have it shine extremely bright towards the end of this year and all through 2008. Right now the PS3 is my personal favorite when I can play it instead of the XBox 360 because of the razor-sharp 1080p signal I get out of it (on my particular TV, it makes a big difference than going 1080i through component. On some other TVs, not so much of a difference).
If Home takes care of the player matching and player communication that the PS3 currently lacks completely and gets it on par with XBox Live, I’ll be thrilled.

Will the new XBOX Elite change the comparison equation? Will that model, with its HDMI support and increased storage capacity (and I believe the HD DVD now supports 1080p but could be wrong) move it up the ladder?

Unfortunately, I haven’t heard any news of it changing the equation because it’s technically so similar to the Core/Premium systems. The other issue is there are comparatively so few Elites out there, it may not be worth Rockstar’s time to write 3 different builds of the game: XBox 360 Core/Premium (must mostly fit in memory), XBox 360 Elite (Has an HD, Plenty of Space), and PS3 (At least 20GB HD, and 50GB+ disk space).
But I’ll be the first to admit I’m not running off of any inside info here, just assumptions based on the expense of a game that size and MS hardware.
I think the story *would* be different had the Elite been out for a year and sold Million+ units… but I just don’t see enough of them out there to justify the development cost to Rockstar to try and solve that problem.
Also, you are right that the HD-DVD drive can output 1080p on both the old systems and new. You could do 1080p for the older XBox 360 over component on some sets that accepted 1080p over component (Samsung was one), and most TVs will take 1080p over VGA.
But I imagine the 1080p signal from the HDMI connection on the Elite would look sharper on most sets.
